Inauguration of office of South West District Legal Services Authority by Mr. Justice R. D. Raveendran, Judge Supreme Court of India & Chairman, Supreme Court Legal Services Committee

Chairman South West District Legal Service Authority and District Judge South West District

On the occasion of inauguration of office of South West District Legal Services Authority in which Mr. Justice R. D. Raveendran, Judge Supreme Court of India & Chairman, Supreme Court Legal Services Committee was invited as the Chief Guest. Sh. I. S. Mehta, Chairman South West District Legal Service Authority and District Judge South West District said that injustice anywhere is a threat to justice everywhere. He emphasised on providing legal assistance to “have nots” in reality for which various Lok Adalats had been organised in 2008. He further added that these Lok Adalats have been instrumental in disposing thousands of pending legal cases. He shared that between year 2008 & 2010, 39 Lok Adalats were held, in which 2070 cases were disposed off. Since July 2010, 15 Lok Adalats have been held with 33910 cases disposed off.

Judge High Court of Delhi & Chairman Building and Maintenance Committee

Honourable Mr. Justice G. S. Sistani, Judge High Court of Delhi & Chairman Building and Maintenance Committee said that the Delhi High Court is committed to the cause of rendering speedy justice and much work is yet to be done in this regard. With the aim of providing justice at the doorstep, Delhi was divided into 9 districts and various district court complexes had been set up to serve residents of Delhi; Dwarka Court was set up in 2008. Various facilities have been provided for the lawyers like bank and post office. He further added that the government has provided additional land for the construction of chambers for lawyers. He said that he is confident that the South West Legal Committee will help in providing most speedy and satisfactory justice to those who couldn’t bear the cost of litigations.

Judge High Court of Delhi & Chairman Delhi High Court Legal Services Committee

Honourable Mr. Justice A.K. Sikri, Judge High Court of Delhi & Chairman Delhi High Court Legal Services Committee expressed the importance of having an Office of Legal Services at a place like Dwarka where people in need can visit. Information is the key for removal of anxiety and apprehension in the minds of the persons approaching us. There is a heavy duty to remove these anxieties and apprehensions on the shoulders of the persons who are going to operate this office. He also shared that the motto of any legal office should be “service with compassion”.

Judge High Court of Delhi, Member NALSA & Executive Chairman Delhi State Legal Services Authority

Honourable Mr. Justice Vikramajit Sen, Judge High Court of Delhi, Member NALSA & Executive Chairman Delhi State Legal Services Authority was invited to share words of wisdom. He said that if law does not reach out to poor, to those who are not in a position to engage best legal services then law remains transity. He emphasized that Legal Services should be strengthened by having seasoned/best lawyers and to have more and more lawyers come to join this field of judicial services.

Chief Justice High Court of Delhi & Patron-in-Chief, Delhi State Legal Services Authority
Honourable Mr. Justice Dipak Misra, Chief Justice High Court of Delhi & Patron-in-Chief, Delhi State Legal Services Authority in the presidential address shared that he considers law as loyalty in the eyes of the people who are in need of help. He shared various instances from Ramayana & Mahabharata to enlighten the audience on righteous path. He further shared that a good lawyer must have two qualities-competence and ability, a lawyer cannot serve people until he is capable and competent enough. He emphasised that a lawyer must indulge himself/herself into the ‘act of Seva’ for the people and added that a good lawyer must have sympathy and empathy and should participate with the litigants. He concluded by mentioning the 4 lines he had read a decade ago – you listen from heart, work with your mind, function from the intellect & try to solve their problem.

Honourable Mr. Justice R. V. Raveendran
Judge Supreme Court of India and Chairman - Supreme Court Legal Services Committee

Honourable Mr. Justice R. V. Raveendran, Judge Supreme Court of India and Chairman - Supreme Court Legal Services Committee, said that the power of the court lies in the faith that people have in it. He affirmed that success of the Judicial system does not lie in providing speedy justice to only high income groups, as they constitute merely 10%; this initiative is taken to build the trust of the poor sections of the society in the Indian Judicial System.

He attributed the success of lawyers of Delhi to the people. He compared the situation of legal committees of other states with that of Delhi and said that being warm and committed toward the poor litigants gives positive results in Delhi. He also added that the reasons why people are afraid to go for legal procedures are delay, cost, uncertainty of outcome, the absence of choice and alternatives, difficulty in execution and lastly the hostile atmosphere in the courts.

He said that the thinking is false that the lawyers keep that the litigants exist to give income to lawyers. Instead the lawyers exist to serve the litigants. What a litigant is interested in is only the last line whether it is a decree or dismiss. The lawyers are slowly been excluded and if they want to be included then the only way is to have the confidence of the common man. “Common man only needs results”

He further added that the lawyers must give equal attention to the highly paid cases and not so highly paid ones, because Judiciary is a profession where the fees is not the issue, service is the issue. So a lawyer must take one or two cases every month free of cost for the sake of those who are poor, this will give them immense satisfaction, as satisfaction lies not in making money but serving people.

He concluded by saying that the Delhi High Court is giving the aspirants the best facilities to make them really wonderful lawyers.
