Dr. Priya Rai, Deputy Librarian (Professor Grade) is serving as Head, Justice T.P.S. Chawla Library at National Law University Delhi: A World-Class and the Premier Law university of India since 2009. During her headship, the Library of the University was set-up in the new building in 2010  She has a credit for the implementation of various advanced technology-based services and facilities to the Library Users viz. Library Automation; Implementation of RFID Technology; Vidhi Gyan Sangrah: Institutional Repository of NLUD Research; Digital Access Portal; Indexing Services to Print Journal Articles; Alert Services (Article Alerts, Case Law Alerts, Newspaper Clipping Alerts, and Book Alerts); Public Resource Domain Portals and facilities for PWD students.

 

Prior to National Law University Delhi, she has vast experience serving many primer universities and research institutions. Immediately past, she worked with the Indian Law Institute with the responsibility to handle digital reference management services form Library Information Resource Centre set up and inaugurated by then Hon’ble Justice Y.K. Sabharwal, the Chief Justice, Supreme Court of India. She was also responsible for delivering executive responsibilities like assisting in organizing Library Committee Meetings and the overall heading of the acquisition section.  She is witnessed to be a part of various committees at ILI viz. automation of ILI Library Collection; implementation of RFID Technology; CCTV Surveillance System; Digitization of Journal of Indian Law Institute and Annual Survey of Indian Law.  She assisted in the development of various course packs for postgraduate students at ILI. Before ILI, Dr. Priya also served to Guru Gobind Singh Indraprastha University under the Government of GNCTe for five years.  She joined GGSIU Library as pioneering library professionals and contributed to set up a new library of the University.  As of now, in 2020, Dr. Rai has more than 20 years of professional working experience with renowned academic and research institutions.

 

Dr. Rai was honored with FCIL Schaffer Grant by the American Association of Law Libraries in 2012. She delivered a lecture on the Indian Legal System at Boston University, United States of America, in a gathering of more than 2000 law librarians around the world.  Dr. Rai was conferred with Bitner Research Fellowship from Cornell University Law Library (USA), delivering lectures and exchanging ideas with the Faculty of Law, Cornell University in 2012.

 

Dr.Rai is a Commonwealth Fellow (2013) with the Institute of Advanced Legal Studies, University of London, United Kingdom. Dr. Rai was conferred visiting Fellowship in Law Librarianship by the Institute of Advanced Legal Studies (IALS), the University of London in 2013. She was invited as Research Fellow at the University of Passau, Germany, for addressing Law Faculty and Students at Passau, Germany, in 2014.

 

Dr. Rai has a sound combination of Academic and professional qualifications which help her to serve her responsibilities efficiently.  Dr. Rai has earned her Ph.D. in Library and Information Science from Banasthali University, Rajasthan, on the topic “Comparative Analysis of Commercial Legal Databases with Open Access Legal Information Resources”.  Dr. Rai is a Science Graduate from the University of Delhi and has earned Masters of Library and Information Science and Masters of Philosophy in Library and Information Science.  She has done LL.B. from CCS University Meerut and LL.M. (Intellectual Property Rights) from GGSIP University, New Delhi.  Besides this, she has also qualified UGC-NET and completed Post Graduate Diploma in Library and Information Science.

 

Based on her vast practical experience, she has been invited to deliver invited talks from various educational and research institutions in India.  She has delivered more than 35 lectures on vast areas like copyright laws, digital rights management, intellectual property rights, plagiarism, open access movements, and many more.

 

For professional development and implementation of the latest technologies in best practices in library and information science, she has organized more than dozens of workshops, seminars, and conferences of national and international reputes.    

 

Being a continuing academic scholar, she has contributed 11 books on various themes and subject areas related to library and information sciences.  She has credit to publish more than 35 research papers in Journals, Edited Books, and Conference Proceedings.  She is President of the Association of Indian Law Libraries (AILL) and associated with several professional bodies of Library Association in India.
