Vertical Interaction Course for IPS / Senior Police Officers

Concept Note

There have been significant developments in the recent times having a bearing on the policing in India. Both the legislature and judicial developments with regard to policing have marked the beginning of a new era and therefore the policing has grown to be a more challenging job now.

The recent amendments in the Criminal Law in 2013 have not only created a new category of offences against women but have also brought remarkable shifts in the substantive and procedural laws in India. Resultantly this has generated a new set of responsibilities for the Police Leadership to ensure that policing becomes more and more accountable to people. Many developments have taken place which in turn have made the job of police, investigation, interrogation, search and seizure tremendously challenging. Recently in many cases the Supreme Court had an occasion to review the issues relating to registration of FIR, Power of Arrest by Police, limits relating to use of force and handling of vulnerable persons in the course of crime investigation.

India’s Constitutional Framework and its commitment to Human Rights Framework of Law provides a delicate balance to the task of policing vis-à-vis rule of law and public expectations.

In view of the above, the role of senior leadership in making the police committed to constitutional ideals and Rule of Law assumes greater importance and it becomes highly imperative that the police leadership is sensitized about this new perspective emerging in the broad domain of law and justice in India.

Against this backdrop this five day interaction course to be attended by senior level police officers aims at providing a meaningful insight into some of the most crucially important areas of policing.

Some of the major themes on which this course will focus include:

  1. The Constitutional Framework of Law & Justice expanding the contours of Article 20,21&22
  2. Policing  in a Constitutional Democracy upholding the ‘Rule of Law’
  3. Policing in Conflict Situations
  4. Policing and vulnerable sections
  5. Police accountability & Role of Leadership
